President Bola Tinubu has launched the $552 million HOPE for Quality Basic Education for All (HOPE-EDU) programme, a nationwide initiative expected to benefit about 29 million Nigerian children and strengthen the country’s basic education sector.
The programme, unveiled in Abuja on Thursday, July 16, 2026, is co-financed by the World Bank and the Global Partnership for Education (GPE) and forms part of the Federal Government’s efforts to improve learning outcomes and expand access to quality education across the country.
Speaking at the launch, President Tinubu described education as a critical pillar of national development, stressing that investments in human capital remain essential to Nigeria’s economic and social progress.
The HOPE-EDU programme is expected to impact more than 65,000 public schools, over 500,000 teachers, and approximately 10,000 non-formal learning centers nationwide.

According to the Federal Government, the initiative will focus on improving foundational literacy and numeracy, strengthening teacher capacity, enhancing accountability within the education system, and increasing access to quality education for vulnerable and underserved children.
Government officials said the programme is designed to address some of the longstanding challenges facing Nigeria’s education sector, including the high number of out-of-school children and disparities in learning outcomes across different parts of the country.
The initiative is also expected to support ongoing reforms aimed at improving the quality of basic education and creating a more inclusive learning environment for Nigerian children.
The launch of the programme comes amid renewed efforts by the Tinubu administration to invest in social protection and human capital development as part of its broader economic reform agenda.
The Federal Government expressed optimism that the programme would significantly improve educational outcomes and contribute to the development of a skilled and productive future workforce.
The HOPE-EDU programme will be implemented in collaboration with state governments, development partners, and relevant education agencies across the country.
The education initiative represents one of the largest recent investments in Nigeria’s basic education sector and is expected to play a key role in advancing equitable access to quality learning opportunities for millions of Nigerian children.
