Former Kwara State lawmaker outlines vision for healthcare, youth development, wealth creation and accountable representation
Hon. Moshood Olanrewaju Bakare is seeking to represent the Ifelodun/Offa/Oyun Federal Constituency in the Federal House of Representatives, with his bid centred on what he describes as proven experience, financial oversight and commitment to local development.
Bakare, who identifies as a home boy (Omo Onilu) from Igbaja in Ifelodun Local Government Area, previously represented Omupo Constituency in the 7th and 8th Kwara State House of Assembly. He also highlighted his family roots in Adanla and Offarese in Irese land of Igbaja, as well as Oke Ode.
A Background in Governance and Leadership
Born in the mid-1970s in Ifelodun Local Government Area, Bakare’s academic background includes a Higher National Diploma in Computer Science from Kwara State Polytechnic, a Diploma in Computer Science from the University of Ilorin, and a Master’s in Business Administration and Finance from Ladoke Akintola University of Technology, Ogbomosho.
He also listed executive management and legislative leadership programmes at Manchester Business School in the United Kingdom, the University of Wolverhampton, and the National Institute for Legislative and Democratic Studies (NILS).
His career began in the banking sector, where he served for almost five years and managed the Igbaja and Aiyedun branches.
He stated that his performance earned him the opportunity to work directly with the then Executive Vice Chairman of the bank as Private Secretary.
Before entering Parliament, Bakare worked closely with the Governor of Kwara State as Principal Private Secretary and Personal Assistant from 2003 to 2011. He also served as Secretary of the Presidential Committee on Tariff and Incentives established by the late President Umaru Musa Yar’Adua.
According to his address, he also played a major role in the establishment of Kwara State University, Malete, working closely with its pioneer Vice Chancellor, Professor Na’allah, before the foundation of the university was laid.
Legislative Experience and Record
In 2011, Bakare was elected into the Kwara State House of Assembly as the youngest member of the 7th Assembly. During his years in Parliament, he served as Chairman of the House Committees on Works and Transport, Public Administration, and Finance and Appropriation.
Highlighting his record in the Assembly, Bakare said that in 2015, while serving as Chairman of the Finance and Appropriation Committee, he oversaw and authored the legislation that established the Kwara State Internal Revenue Service (KWIRS).
He stated that the law moved Kwara State’s monthly internally generated revenue from ₦600 million to over ₦2.1 billion, adding that it is currently generating close to ₦100 billion. He linked the increased revenue to resources for roads, infrastructure, schools and security across the state.
Bakare also highlighted his role in championing the renovation and modernization of primary health facilities which, according to him, had been abandoned for nearly 15 years, including equipping them with essential medical tools.
A Vision for Healthcare and Youth Development
For the Ifelodun/Offa/Oyun Federal Constituency, Bakare has outlined an agenda that begins with improving access to healthcare. He proposes establishing functional Constituency Diagnostic Centres across Ifelodun, Offa and Oyun while upgrading abandoned rural health centres.
Youth development also features prominently in his plans. He proposes establishing multipurpose Mini-Sports Centres across the three local government areas to nurture local talent, provide modern athletic facilities, engage young people and foster community unity.
Creating Opportunities Through Local Enterprise
On wealth creation, Bakare proposes targeted industrial and trade clusters, including leatherwork in Offa, shea butter and cassava processing in Ifelodun, and technology innovation hubs for young people.
He proposes connecting these clusters directly to the Bank of Industry (BOI) and SMEDAN to support sustainable local employment.
Supporting the Digital Economy
His proposed legislative agenda also includes laws focused on the digital economy. Bakare says he will sponsor forward-looking bills aimed at protecting digital careers, supporting remote-work infrastructure and rewarding practical productivity over paper certificates.
Transparency and Accessible Representation
On accountability, Bakare proposes establishing an open public project portal detailing allocated constituency projects, contractors and disbursements. He also proposes quarterly rotating town-hall meetings across Ifelodun, Offa and Oyun.
He further proposes institutionalising a quarterly Constituency Briefing Mechanism, with physical town halls, ward-level engagements and digital platforms to provide regular updates and receive feedback from constituents.
According to him, his aides would also be available to listen to constituents and monitor events across the federal constituency when he is in Abuja.
Taking Experience to Abuja
Making the case for his candidacy, Bakare said the election is about sending proven experience to Abuja and having someone who understands how to use parliamentary authority to bring resources back to the people.
He pointed to his previous committee leadership, work on state revenue and involvement in healthcare interventions as part of the experience he intends to bring to the Federal House of Representatives.
